New EU steel regulation takes effect; quotas cut, duty raised

A new European regulation aimed at protecting the EU steel sector from the damaging impact of global overcapacity will enter into application on July 1. The European Commission said it had published the implementing regulation setting out the distribution of tariff quotas among the EU s trading partners. The new system which will replace the EU s steel safeguard combines reduced overall tariff-free quotas with a higher duty on imports exceeding those quotas. The Commission said the distribution of tariff quotas is based on clearly defined criteria under the new Steel Regulation. Global steel excess capacity to reach 745m tonnes by 2028: OECD

Global steel excess capacity continues to grow driven by increasing subsidies in some major non-OECD steel-producing economies while efforts to restore fair competition are increasingly undermined by circumvention of trade measures aimed at levelling the playing field according to a new OECD report. The OECD Steel Outlook 2026 projects global steel excess capacity to reach 745 million tonnes by 2028 exceeding the OECD s current steel production by 319 million tonnes. US President Donald Trump has decided to adjust the tariffs imposed on imports of steel aluminium and copper to reduce duties on derivatives made from these metals simplify compliance procedures and prevent manipulation of import values.
